Nell - Orange Star's Blonde Commander
Nell is the Commander of Orange Star and is a very well-rounded CO in many ways, with no specific unit type bonuses, but she was born under a lucky star and consequently is a very lucky lady!
Day To Day Abilities

Nell's units get an even higher luck bonus - up to 60% more damage, meaning that there's a chance you could do a crazy amount of damage even when the target reads a low percentage, or completely kill something when usually you'd only do it half damage. One example of this is a 5HP infantry on a road attacking a full-HP infantry on a city and the defending unit being blown down to 3HP! That's one hyped-up infantry. But sadly, luck is still luck, and there's no guarantee of stupidly high firepower. Attack and defence increases by 10%.

Nell cracks her whip and makes all of her units even more lucky - up to 100% more damage, giving recons the power to flatten Neotanks and Neotanks the power to flatten anything. Don't rely completely on this though, if you're a very unlucky person anyway, the damage % estimate might be right, and it could spell the end for your brave recon. The units also whack up their shields for a 10% defense boost and receive an unnecessary 10% attack boost.

Notes & Tactics
Nell is like Andy, Rachel et al with her averagely average units. She is also like Flak, only without the chance of doing less damage. So play as you would with Andy, playing against your opponent's weaknesses and not expecting to do more damage than usual. But when the COP charges, spam away and flout the rules harshly. Attack anything with anything, as long as it's no big deal if you get counter-attacked. If you really want to exploit the luck, build mainly smaller, cheaper units - go for quantity of attack over quality. Oh yeah, and Nell is a cheap CO, so if you use her against your friends they would be well within their rights to hurt you until you see sense. You skank.
